Thematic Workshop of the German Stakeholder Desk in Leipzig

The first thematic workshop will be dedicated to the role of intermediary organisations, voluntary agreements and labelling/certifications systems as possible drivers for social acceptance. One of the key findings of the kick off meeting of the German country desk was the importance of trust building measures, including the creation of “neutral” intermediaries providing advisory services for municipalities and citizens.


In this context, the example of Thuringia’s Service Unit Wind Energy (Servicestelle Windenergie) being part of the Thuringian Energy and Green Tech Agency (Thüringer Energie- und GreenTech-Agentur ThEGA) will be highlighted through talks given by the head of the service unit Ramona Notroff.  


Prior to Thuringia, the first of its kind service unit for wind energy was established in the county of Steinfurt, in the state of Baden-Würtenberg, in 2012. Thuringias service unit is largely based on the lessons learned in Steinfurt, which will be pointed out by the head of the Department of Climate Protection and Sustainability of the county of Steinfurt (Amt für Klimaschutz und Nachhaltigkeit Kreis Steinfurt) Ulrich Ahlke. Service units are one example to be discussed for transferable solutions to wind-energy-scarce regions.


Second, voluntary self-commitments of the wind industry and voluntary agreements between public actors and the wind industry stand in the focus as trust building methods. Two corresponding approaches of “Fair wind energy” labels in Thuringia and Schleswig-Holstein will be discussed. Horst Leithoff, head of the Citizen Wind Advisory Board (Bürgerwindbeirat) at the German Wind Energy Association, will give a talk about how to carry over the benefits of wind energy expansion to local stakeholders, including citizens, communities and public companies.
